Balance Changes for Summoner's Rift

The patch highlights include the introduction of new Soul Fighter champions like Shaco, Evelynn, Gwen, Jhin, and Viego. These champions will be available from August 3, 2023, at 20:00 UTC. Also, the MMR duo restriction for Apex ranks has been re-enabled as of patch 13.15.
